Actually drivers/char/Config.in is the correct place.
On m68k it's also in arch/m68k/config.in, since the m68k config doesn't include
drivers/char/Config.in (yet) due to lots of irrelevant ISA drivers.
But you can safely remove it from arch/ppc/config.in.
