What to do I want to use it but cant because safe mode is one and my host wont change..
I can upload whit FTP but I will like if I can do it from web.

with only safemode enabled you should be able to upload images
but probably your provider has disabled file uploads (see linpha/info.php section file_uploads)
and if so, you have no chance to upload images this way
