Having Problems with "Copy" in LinPha

I have tried to use "admin" and also a "user" to copy photos from my "Uploads" directory to some of the other directories but it isn't working (no copy).

If I do a "rename" I can change the path and get it moved over but I don't get anythumbnails.

I set everything up on a different computer and I am suspecting it is related to different "owners" on NTFS, are there any good tools for modifying file owners or any suggestions what else might be causing my problem?

I am using,
Windows XP Prof 2002 SP 1
Apache/2.0.53 (Win32)
MySQL 4.1.11
PHP/5.0.4 mod_ssl/2.0.53
OpenSSL/0.9.7f mod_perl/1.999.21
Perl/v5.8.6

I have one "mod", I modified LinPha (plugins/ftp/includes/config.inc.php) to make a common "Uploads" directory per,
