There are several groups in several countries doing translations using
gettext data files.  The people translating KDE, Gnome and GNU
software all uses gettext.  If we want access to their resources we
should make it possible to translate lifelines using .po files (ie
gettext format).

There are several tools available for translating .po files.  Check
poedit, kbabel and gtranslator.  I don't know any tools for ICU
translation.
