#1 xmlreader update

This patch updates the following:

libxml_xmlreader.pas: update xmlreader.h version 1.9 to
1.13

libxml_relaxng.pas: update relaxng.h version 1.1 to 1.12

libxml_HTMLparser: small bugfix in
htmlElementStatusHere function

libxml2.pas: load libxml2_relaxng.inc before
libxml2_xmlreader.inc

I've done this "by hand". Hope you can use it.
