Released xpfweb-v2.8.1-win32.

Finally a good Win32 support for guncoder, the main tool for viewing and creating THB (binary Unicode tables).

There will be a database generic interface for conversion of ISO8859-1 texts into a best-match 7bit. Contents of libgobj are kept non GPL - that is purely my choice. Yet: the server is being designed currently.

The libUniCode-plus library and utilities started on 28.01.2004.

guncoder code is now stable.

The underlying libobj is *NOW* LGPL, also the program itself.
