#488 Block cannot be added because of existing name

I've had a couple of instances, where I tried to add a new block to the list, and got a dialog back telling me the new block could not be added because the name already existed. Even though the list of blocks was empty.

After paying a bit more attention, the error seems repeatable. Make a block called 'abc', Add it to the block list. Delete ('-') the block - it will disappear from the list. Try to add another block with the same name 'abc'. This causes the error.
