Tested attached dxf with LibreCAD, autocad, inkscape & libreoffice draw and, in all, the hatch fails
The problem are a invalid dxf file:
lines #1623 & #1624 are group code 92 (boundary path type flag), value 1=external and the following data define a polyline without activating the polyline flag.
Edit the dxf file with an text editor and change line #1624 to 3 and works ok

New hatch file made in AutoCAD
Sorry, previously i had updated a wrong file.
But this new file made in AutoCAD correctly opening in Draftsight, but not showinh hatching in Librecad
LC version : 1.0.2
System : Ubuntu 64-bit
The new file are correct and opens good in LibreCAD 2
LibreCAD 1.x.x used the old and unmantained dxflib that do not support polyline boundary hatch
I recomend you to update to LC daily-builds. Is in beta stage but seems "crash free"

Still it shows only circle without hatching in beta version of librecad

verify if you have unchecked menu "Viev->Draft"
This file shows nothing in beta version of LibreCAD
Circle with solid fill made in other software shows nothing in Librecad 2.
hatch are sown in LibreCAD2
tested with master branch, the dshatch.dxf file opens and shows hatch.
