While configuring PETSc and all its dependencies it not exactly straightforward, once it is functional it should be trivial to use libMesh with it. Laspack, at least for real numbers, should be pretty safe too, but it does not do as much error-checking as PETSc. OK, what an irony: I had chosen laspack, because I had - wrongly - assumed that it would be the least error-prone. Now I am using PETSc (configuration "--enable-petsc --enable-complex --enable-mpi") and I think it works: The spherical symmetry of the solution looks very good in general and was perfect where I tested it (along the x-axis).
