#6 automake/libtool support for libircclient 1.7

For better portability, I've started converting this to use automake and libtool.

The attached patches replace the currently existing Makefile and Makefile.in files. Install autoconf, automake, and libtool on your development machine and run "autoreconf -fiv", "configure", "make", and "make install" and you're all set.

automake also provides a "make dist" target to create a distfile, but you'll have to set more variables to include all the files you are currently distributing. I can help with that part as well if you want, but I first wanted to find out how open you are about converting to automake+libtool.
