[libdnet-devel] dnet.exe (cygwin) unable to locate packet.dll

I pulled libdnet from CVS today and after creating a new configure script
managed to get it sucessfully built within cygwin (I assume) am running
into problems with dnet.exe executing. I'm getting the packet.dll not found
within PATH dialogue. It clearly is within the path (c:/WINNT/system32).  
I'm guessing this is a win32 issue and not cygwin issue? Ethereal works so
I'm assuming the winpcap devices drivers are ok. Does dnet.exe work within
cygwin? Anybody run into this before. I'm going to give VC++ a shot, but 
the error is bugging me.
