Release libanjuta-python 0.3.1

Here is another alpha release, just fixing the build system to avoid regenerating the binding .c files by default. This needs a patched version a codegen.py (see README)

New web site

The Libanjuta Python bindings have now their own Web site at http://libanjutapython.sourceforge.net

A first alpha release will be done in the following weeks.
