#1 Scroll bars hard to use

To repeat:

1. Open a requester with a vertical scroll bar.
2. Move the mouse right so that the pointer moves
outside the scroll bar.
3. Move the mouse cursor back inside the scroll bar.
4. Try moving the scroll bar up and down.

Current result:

The scroll bar is stuck.

Expected result:

The scroll bar should move up and down.
