Here are some small changes to your instructions that you 
will probably want to adopt.

Pango 1.16.4 is the latest release available from
http://ftp.gnome.org/pub/GNOME/sources/pango/1.16/

Behdad just recommended that version to me for bug reporting.

Try the latest release in http://www.fontconfig.org/release/.

Most helpful.  I think I am beginning to understand the jhbuild approach
though (which allows you to build just the pango subset of GNOME and from
which I got the above fontconfig download location) so I am going to try to
adapt jhbuild to follow your instructions.  If it's a success I will post
here what needs to be done.
