Initial Comment:
The attached patch fixes the crash in 3.95.1 caused by
floating-point inaccuracy (kludged around in 3.96) more
cleanly, by using integer arithmetic.  This may not be
desirable if RMS_WINDOW_TIME will ever be changed to a
value not representable as 1/integer.

Thanks. I've changed it a bit so that RMS_WINDOW_TIME can be
a rational number (numerator/denominator) and applied it.
