[Lame-dev] adaptative ath

In 3.87, there was the Painter & Spanias ath. In vbr, it was highered or
lowered according to the -V value.
Now, we know that this ath curve was not accurate for HF. When introducing
ath 1 and 2, we get some accurate aths in the HF area, and so lowering the
curve became unnecessary to try getting accurate HF. This was removed, and I
agree with that.

But now that we have ath2, we're facing the low efficiency of mp3 in sfb21.
A lot of users complained about the high bitrate of vbr. So I'm trying an
adaptative ath (now under ath4). This curve goes from near to ath0 for V9 up
to ath2 for V0.
It allows to have a more gradual bitrate increase for vbr without loosing
the benefits of ath2 for high vbr settings.

If anyone have any remark about this...
