It would be great if it would be possible to integrate the code used by SSRC (Shibatch) for sampling rate conversion, because this really would improve quality over the now used code integrated into LAME.

SSRC only supports 32/44.1/48 kHz. We sometimes need other frequencies.
Even if we include the SSRC in LAME, there still should remain "OLD" one. That's the problem, I think...
