#367 A problem regarding the new drain code

Encoding files with LAME 3.98.3 and -b 320 option, sometimes results in a problematic file. For example, encoding fatboy.wav with -b 320 option and decoding with various decoders, the results are:
- iTunes or FhG decoder(l3codecx.ax): noise at the beginning of the file
- mpg123 1.10.1: "Note: broken frame 1" message appears at the beginning of the file
- madplay 0.15.2b with MAD 0.15.1: "error: frame 2: Huffman data overrun" message appears at the beginning of the file
