Both, the doc and the Makefiles seem to be OK and there are no docbook 
compile problems. (using a recent KDE 2.x snapshot).There were some problems 
with installing the HTML documentation but this was due to problems with the 
admin directory snapshot. Should be fixed now

Additionally there was nl language in the Makefile.am . Was this 
intentionally to install the HTML help into your "nl" language directory?
