Addons with scheduler actions aren't necessarily similar.  They're
just addons that all need to do something on a schedule.  That's no
more identifying than the fact that they have a NavigationHandler or
an InitHandler.

If you really want a boolean to turn on this feature then make it
explicit:

  EnableSchedulerActions 1
