#3 support for non-unicode codepages in ID3 tags

Most of the music files used in East Asian countries don't use Unicode for ID3 tags, such as CP936 (GB2312) for Simplified Chinese. It would be nice if there can be an option to set codepages other than UTF-8.

Example:

A music file which uses GB2312 codepage for ID3 tags in KPlayer (the song title is messed up):

The same file played in Audacious (which is okay):
