Plugin switches from "Both" to "Disabled" when app closed

I've installed KeePass for an employee. We are using KP 2.39 with Sync plugin 3.0.1.
Every time she exits KeePass, it changes the GoogleSyncPlugin from AutoSync "Both" to AutoSync "Disabled."
I have uninstalled/reinstalled KeePass, created a new entry for her GSuite account and used the new UUID for the plugin. I've installed on over 100 systems so far and this system is the only one making this change.
She is running Windows 10 Pro build 15063. She does have VeraCrypt FDE on the system.
Any ideas as to what would cause the plugin to disable itself?
