#172 assert_spread_has_12_periods fails: SEASONAL_RETAIL spread has no P12 weight

Seen on governed builds while testing [#161], and reproduced on the live stack. Unrelated to that PR.

assert_spread_has_12_periods returns 4 rows, all in BUDGET_2025 with profile SEASONAL_RETAIL: AMDE 4010, AMUS 4010, USMF 4100 and USMF 6200. Each has periods 1–11 and no P12, which points to the SEASONAL_RETAIL Spread Profile having no P12 weight, or a weight of zero that the spread drops.

Fix: check the Spread Profile's weights in konsol and the spread model (gold_spread_budget). Decide whether a zero-weight period should still produce a zero row, which is what the test expects, and whether a profile should be allowed to leave out a period.

SP-SEASONAL_RETAIL-P1 through -P12 are all present in konsol/fixtures/spread_profile.json; the P12 weight the issue says is missing exists. The konsol#182 T5 verification already recorded spread tests pass (#172 not reproduced) against a scratch build on live sources.

Nothing to fix unless the test fails again on a fresh build.
