Would be good to hold parts of application which represent runtime state
together. This includes:
* ModuleStateHolder
* ServiceRegistry
* ClassLoaderRegistry

Marked as backward compatible as a number of interfaces change to allow Application
or application id to be passed in.

Fixed as of [r5108], as FrameworkLockHolder addition is now a separate issue - see
issue 281.
