#932 no geo url for negate lat longs

When using Wikivoyage with Kiwix, European POI's with location open in offline viewer (e.g., osmand).

North American POI's open in the browser.

tested on

• Kiwix 0.93 on Android
• Kiwix 0.94 on Android
• Wikivoyage/Kiwix bundle Android
• Kiwix 0.9 on Linux

E.g. on Copenhagen, Rosenborg the link address is:
geo:055.68572,012.57742

On Brampton, Art Gallery of Peel the link address is:
http://maps.wikivoyage-ev.org/w/poimap2.php?lat=43.6852554&lon=-79.7572222&zoom=17&layer=O&lang=en&name=Brampton

So it seems that the problem is that negative latitudes and longitudes are not handled correct when generating ZIM files.
