No load and no show IDv1 / IDv2 tags from mp3 file if filename contained national chars.
But if adding as new, tags correct saved (old tags overwritted).
As sample, filename with Kazakh chars: "Бәрі жақсы болады.mp3".

Go to the "Plugins" tab in the settings and make sure that "Id3libMetadata" is unchecked and "TaglibMetadata" is checked. Then click OK and restart Kid3. This will make sure that TagLib is used for MP3 files instead of id3lib because id3lib does not support Unicode characters in file names.
Rationale: From your description I assume that Id3libMetadata is enabled which will use id3lib for files with an ID3v2.3.0 tag. Probably, you have set "Version used for new tags" in the "Tags/Tag 2" tab of the settings to "ID3v2.4.0", which will create new files with an ID3v2.4.0 tag and therefore use TagLib (because ID3v2.4.0 tags are not supported by id3lib). Disabling the Id3libMetadata plugin will make sure that TagLib is used both for ID3v2.3.0 and ID3v2.4.0 tags.
