#140 Editorconfig

I recognize that there are not a lot of direct patch submission but I generated an editorconfig matching the code style fairly closly. The only thing that it generally changes on a format call is the BOM. Some keepass source files have a BOM some don't. It looked like more recently modified ones were less likely to so I have charset set without it.

Hopefully priority 9 is lowest priority.
