#2886 Master Password - Force Length and Quality on .Kdbx creation

Currently when using enforced config you can force a master password using the XSD Date / Time.

For some orgs, setting master password with strong quality and min requirement means we dont want to force a change after x amount of time and the other option seems to be before x date if not set it forces. Doesnt really account for anyone creating a database after the set date.

Would it be possible to add a flag or other feature to force the password length and quality on creatuon of new .kdbx ?
