#2495 PLGX file format - include plugin dll

Now that the PLGX file can include attributes for checking the minimum version of KeePass and the .Net framework could you also extend the file format to allow developers to embed a prebuilt plugin dll rather than the c# source files.

Plugin developers would have the best of both worlds then, version checking and the convenience of a dll. It would also remove the problem of different compilers being used for development and the plugins eventual deployment.

(may be make the check attributes compulsory if embedding a plugin dll)
