After upgrading to 2.61, the log in screen no longer appears on the 2nd screen with the program. It always appears on the 1st screen. I like to have my browser on screen one and keepass on screen 2 and the log in screen on the same screen as the program, like it used to be. Was this intentional for some reason?

This is an interesting change. You are saying that now, since 2.61, if you have an icon on the main screen, or in the taskbar, or use that start button to enter "keepas" to start the program, the entry screen will appear on that instead of where the program will run. It is running from screen 2 where I left it. Why make this change? Was it intentional? The only way to have the entry screen appear on the second screen, is to move the icon to the 2nd screen.

From KeePass 2.60 to 2.61, the position of the master key prompt dialog has not been changed. In both versions (and in previous versions), KeePass just tells the framework to center the dialog; the details (determining a screen and computing the position) are handled by the framework.
Given that it happened after a KP upgrade, talking about the OS framework seems strange. It's like a game I play. Immediately after an update they made, their launcher stopped properly loading a few jpgs, so the system asks if we want to change the OS each time the launcher is started. Plenty of folks try to blame the OS, but the logic doesn't hold.

The master key window will appear on the active monitor, so you can use it. Is this what you are seeing?
Are you using "master key on secure desktop"?

A change was made to the secure desktop. No mention of anything else.

However, this might indeed have something to do with the secure desktop. My suggestion would be to try the latest development snapshot:

No change to KeePass = something else is happening.
