I want to deploy KeePass to my organization for users to store their passwords, but users being users, I just know that some of them are going to forget their passwords and expect me to be able to recover it for them. I'd like to hear what other people have done in similar situations, when a user comes to them with a forgotten password.

There is no way to recover from a lost password. No password = no access.
If you are sure you have proper PC backups you can use the Windows User Account as the password. This is convenient for the user but you can recover access.
