The command still exists. In the main menu, click 'Entry' → 'Duplicate Entry'.
If you additionally want to see the command in the context menu: the KeeUIExt plugin provides an option for this. https://keepass.info/plugins.html#keeuiext

Or right click, More Commands. This selects the entry to be used.
