[Keepalived-announce] Create a users mailing list.

Folks,
                I've worked on some open source projects in the past.  I can understand not wanting to see usage questions posted to the announce list.  I'm now sure why someone in the project hasn't created a 'users' mailing list for keepalived?  I've been to the website, the documentation is a little dated.

                Perhaps consider creating a users list and populate/invite people who are on announce or other email contacts.  Could really help.
