#1 Additional Administrator Abilities

I've incorporated kedpm in my environment for admins.
However, it'd be great if we could do so for users -
with the added feature of admins being able to add to
user's stores. For example, if we roll out a new
application that uses it's own authentication scheme,
we have to pass new login/password information out -
securely. If we could add to the user's kedpm store,
without the ability to read the store, it'd be fantastic.
