I have tried creating a usb boot disk from the image with Rufus and Ubuntu, I've also downloaded it several times with the possiablility that I had a bad download. I've scaned the image with Rufus and it is reporting that the ISO is not bootable. Am I missing something?

Which image, 32-bit or 64-bit?
It is known not to be bootable if UEFI is enabled. Have you disabled UEFI?
I'm not familiar with Rufus.
I use usb-creator-gtk, or live-usb-install to create the image onto a
bootable USB memory stick.

I am using the 64 bit image and I have UEFI so I'll go back and see if I
can disable it and try again.
Regarding UEFI: I have searched the Internet and cannot find a
definitive set of instructions for how to create an ISO file that is
bootable via both BIOS and UEFI. Once I find such instructions, I'll be
very happy to create such an ISO file.
As I understand it, this adversely affects people who wish to dual boot
Windoze and Linux, since modern versions of Windoze must be booted with
UEFI enabled.
