I successfully installed on a Dell laptop. I followed all of the
installation instructions to the letter. However I've been unable to
install on two Toshiba laptops. I get a media error on boot. I've tried
multiple USB drives. I have been able to install vanilla xubuntu from a
DVD on the Toshiba. When installed it can read the HR Linux USB drive
perfectly. Is there a way to install your HR Linux from DVD? It is too
large to fit a standard DVD. Or is there a way to boot in vanilla
xubuntu and add all of the programs and settings from HR Linux? Is there
another way to proceed around this problem?

How old are the computers in question? Are you sure that they are in good working order? Do the BIOSs in those machines support UEFI booting? Do they support booting a USB device of 8GB? A sufficiently old machine would NOT support booting a device of that size.
A long time ago, I used to do all of my AHRL installations via DVD. As you mentioned, AHRL has grown in size and now exceeds 4.7GB. However, as a test, one could try an older version of AHRL to see if that works via DVD. I don't see why it wouldn't work.
There is no way to boot standard Ubuntu and install all of the programs/setting/customizations/etc.

They are Toshiba Satellite L855-S5121 first produced in 2013. Has 2x USB-3 ports and one USB-2 port. BIOS is dated 2016-08-24. BIOS indicates support for UEFI and secure boot (I have secure boot turned off). I had been trying with 32G & 128G USB-3 drives because I didn't have any 8GB handy. Ordered a couple of different 8GB USB-2 drives to try. While I was waiting for rufus to write the new 8GB drive I tried tweaking the BIOS again. I turned off USB-3, no joy. Then I enabled USB legacy emulation and surprisingly the darn thing booted from the 128GB drive! Installing now!
