I have decided to port KaOsBot to c#

Long ago we thought about porting it to java since c/c++ is very problematic and difficult to keep up-to-date in a cross platform environment. At that moment we didnt do it because the computers at the moment didnt run fast enough to allow for the irc service to run properly with thousands of users.

Now we reconsider and the option was between Java and c#. Java is portable but we believe c# will be too so it is just a matter of taste since both languages are great languages. I prefer to use c# nowadays for this project and Ill try to keep it open to allow modules in any language.

KaOsBot 1b9.0 will add Unreal 3.2 support and alot of other improvements.
