[Jython-dev] Switch README.txt to README.md

I think it would be a good idea to replace the existing README.txt with a
README.md to allow for formatting on the Github page. I have a PR open to
do this see https://github.com/jythontools/jython/pull/114

To see the difference this would make on Github compare

with
https://github.com/jythontools/jython

The main concern would be existing references to the README.txt hopefully
with the new website coming soon that would be mitigated.

If nobody opposes this change I think it could be merged in a few weeks.
During which time I will have a look around for references.
