First, thanks for the patch! It's easy to understand and has great tests, and it's also a clear cut issue because of PEP 328. Contribution issues came up last year; see this thread: http://mail.python.org/pipermail/python-dev/2009-April/088698.html . I don't know if the suggestion of adding the boilerplate license text was applied to http://bugs.python.org or not; it certainly has not been done with our instance of the tracker (which needs to be updated regardless). However, you've certainly met the requirements detailed there.
