First, thanks for the patch! It's easy to understand and has great tests,
and it's also a clear cut issue because of PEP 328.

Contribution issues came up last year; see this thread:
http://mail.python.org/pipermail/python-dev/2009-April/088698.html . I don't
know if the suggestion of adding the boilerplate license text was applied to
http://bugs.python.org or not; it certainly has not been done with our
instance of the tracker (which needs to be updated regardless). However,
you've certainly met the requirements detailed there.

Regardless, it's would seem to be always a good idea for any contributor to
submit a signed contributor agreement, by following the instructions here:
http://www.python.org/psf/contrib/
