Hi,

sorry for the delay. We currently have no way to disable the BOOTSTRAP 
lookup of relays ... this is of course a bug! Nevertheless, maybe you 
can speed things up by turning down the systems socket timeout. I will 
try to prepare a release next week or so that allows you to specify if 
you want the BOOTSTRAP list to be tried to download.
