#44 Ctrl-<E> and Ctrl-<Y>

I miss the VI features Ctrl-<E> and Ctrl-<Y> that
scroll the whole screen one line up or down while
keeping the cursor position.
In Jbuilders CUA mode you cat get this feature through
CTRL-UP or CTRL-DOWN, respectively.
