Summary: Better support for extensions to ClassRequest

Initial Comment:
Give the getRunnerClass(Class) method in 
org.junit.internal.requests.ClassRequest protected 
visibility rather than package private visibility.  
This would make it easier to extend ClassRequest.

One reason to extend ClassRequest is to have it 
return an extension to OldTestClassRunner that 
supports filtering.  This particular use case could 
be addressed by modifying the implementation of 
OldTestCaseRunner to support filtering.
