Summary: Duplicate code in TCMRunner and ERRunner

Initial Comment:
TestClassMethodsRunner and ErrorReportingRunner have almost the same code at one point:

		notifier.fireTestStarted(description);
		notifier.fireTestFailure(new Failure(description, cause));
		notifier.fireTestFinished(description);

This should live in an appropriate home, referenced from both places.
