#54 Enclosure state Removed -> To Download -> Skipped

If I accidentally tick an enclosure that is marked as
"Removed" so that it enters the state "To Download",
when I un-tick it it goes to state "Skipped" instead of
back to "Removed".

I guess this issue might be addressed in #1524422?

I think the enclosure should go back to the "Removed"
state, and if the user wants to mark it as "Skipped"
that could be provided as a separate "Mark as" menu
option in the right-click menu such as that which I'm
suggesting be added in feature request #1573050.

I'm happy to work on a fix for this, so long as someone
can provide me with feedback on a proposed design so I
don't waste time writing something the wrong way, or
even tell me what to do.
