This is a very minor release that fixes a few outstanding packaging bugs and adds a Windows build script.

* fixed bootstrap to use later versions
* fixed manpage naming from (3X) to (3)
* Code changes to support Microsoft __inline directive
* Move away from using symlinks to using copies
* Added build.bat to support building on Windows
