(1) You need quotes. I.e. not
    test.bat hos01-boot.xml hosting-out=hos01-admin.xml telnet-2000.xml
    but actually
    test.bat hos01-boot.xml "hosting-out=hos01-admin.xml" telnet-2000.xml

(2) CVS repos is generally stable, and certainly is currently AFAIK.
