#5 Preemptive mode behaviour on spread being reached
In PreEmptive mode if spread has already reached
spread tries to place orders with ratio = spread limit.
do not do this, this causes spread to place order
above/below best bid/ask.
One spread has reached, stop preEmptive mode and act
as a regular spread.
this is what happens currently!
