I agree the old flat tan color wasn't the best. In the most recent stable v1.1.20 it's a deep blue that doesn't distract from the water and port tiles. Your suggestion here nudged me to get that done.
In the dev branch 2.0.00 the water tiles go all the way to the edge, so there isn't any background to color or put a gradient in. Because 2.0.00 is the focus, it's probably not likely I'd add a gradient at this point for 1.1.xx. If you'd still like to and have the time, you could submit a PR or patch at github.
