Yes, that is correct. The exception thrown is:

    java.net.ConnectException: Connection refused: connect

because the service wasn't running at the time. So, the connected flag 
never gets set, so the SSH_MSG_CHANNEL_CLOSE never gets sent back to the 
sshd.
