In JSBSim::FGWinds the total air movement is calculated thus: vTotalWindNED = vWindNED + vGustNED + vCosineGust + vTurbulenceNED; This allows wind and turbulence to be calculated independently. However, one can still overwrite these using the property system. If you try to set the updraft and it returns to zero that means some process is overwriting the value.
